March 13, 1989 - Time 7:42 - 8:00 UT.

This animation shows the rapid expansion of a large Westward Electrojet over North America that triggered the Hydro Quebec power system collapse at time 7:45UT. As shown, this electrojet was primarily located along the US-Canada border and developed and intensified rapidly. This rapid intensification and movement of the large ionospheric current system caused wide-spread GIC throughout power grids in this area. Many other systems came close to experiencing the same sort of system-wide collapse. Other animations show even lower latitude and higher intensity geomagnetic storm events over Europe and North America later this day.
